This registration is valid only for a specific period (usually 3 to 6 months), and unused registrations during this period must be renewed.
In this process, the importer (whether an individual or a company) is required to precisely enter all product specifications, in accordance with the proforma invoice issued by the foreign seller, into the Integrated Trade System (ntsw.ir), fully complying with regulations. Accurate and complete registration is the first essential step toward acquiring other permits, securing foreign currency allocation, and benefiting from all import privileges.
Steps for Import Order Registration

- Gathering and preparing all necessary documents for order registration
- Registering the import order in Iran’s Integrated Trade System and obtaining the Foreign Seller’s Identification Code (FIDA Code)
- Completing all order registration fields, including contract details, product information, shipping type, entry and destination customs
- Payment of tariffs and bank fees in accordance with regulations
- Uploading all legal documents for expert review and approval
- Obtaining related licenses, depending on the goods and current regulations (health, standards, Atomic Energy, etc.)
FIDA Code: The Foreign Identification and Documentation Authorization Code is a unique identifier for every foreign seller or exporter, issued by the Integrated Trade System during the import order registration process. recording the FIDA code is mandatory, and without it, the process cannot proceed.

Definition:
The FIDA code is a unique identifier for each foreign seller or exporter, issued through Iran’s Integrated Trade System (ntsw.ir). Its main purpose is to increase transparency and traceability in the supply and import chain.
Applications:
- Unique seller identification in the NTSW system
- Legal and customs checks of the seller’s history
- Prevention of commercial violations (circumventing sanctions, importing prohibited items, dealing with banned sellers)
- Verifying the authenticity of foreign documents and facilitating financial transactions
Obtaining Process:
- Log in to the Integrated Trade System (ntsw.ir) with the importer’s account
- Select the foreign sellers management section
- Enter full information of the foreign supplier as per the proforma (company name, country, registration number, address, phone, email, etc.)
- Submit the request and receive the FIDA code for each seller
- Use the FIDA code in the order registration and for other required permits
Note:
A new FIDA code must be obtained for each new foreign seller. However, if a seller has already been registered in the system by any importer, the same code can be used.
Key Legal Notes
- All data must match the proforma invoice and seller’s documentation; otherwise, FIDA code requests may be rejected or cause future legal complications.
- The FIDA code is issued only for sellers outside Iran and is essential for all official imports.
- Each import order must be registered with the relevant seller’s FIDA code.
Essential Documents for Import Order Registration
- Proforma Invoice from the foreign seller
- Valid Commercial Card and registration confirmation from the Ministry of Industry, Mine and Trade
- Import order registration code and system password
- Other legal permits as needed (agriculture, health, standards, etc.)
- Original and copy of the proforma invoice
- Product catalog and brochure (if required)
- Three signed, unlined order registration forms by the applicant
- Digital signature certificate (for system login and digital signing)
Order Registration Process and Legal Duties of the Importer
- Obtain the foreign seller’s FIDA code and register it in the system
- Enter product codes (or request new classification IDs as necessary for specialized goods)
- Clearly identify the customs entry point and shipping method in accordance with international standards
- Pay all related fees online and receive the official invoice
- Register all detailed information regarding products, tariffs, countries of origin and destination, and transaction currency
- Upload all documents and attachments for the Trade Promotion Organization’s expert review and final approval
Types of Import Order Registration & Related Legal Points
Under international trade law, import orders fall into three main categories:
- Based on Type of Request/Permit:
Orders without currency transfer with special authorization, imports with free-market currency, imports linked to exports, and imports using allocation quotas, etc.
- Based on Payment Method:
Cash payment, deferred payment, bank or non-bank currency remittance, and imports in exchange for exports
- Based on Type of Commercial Card:
Commercial, service, production, or single-use cards – all import activities require a valid commercial card. Government employees are not eligible for commercial cards.
All procedures above must strictly follow the guidelines and agreements set by the Iran Trade Promotion Organization and Iranian Customs.
Import Order Registration Fees
The official fee for import order registration is 0.5% of the total value of the goods listed in the proforma invoice and based on the system’s currency conversion rate, payable only online via the Integrated Trade System.
An official invoice and payment certificate are issued as legal documents for submission to governmental and tax authorities.
